Outerlimit's founding team brings a unique blend of industry, academic and commercial experience. Having successfully founded, built, and then exited their previous company as the market leader in cloud email security, Tony and Neil have teamed up with Dr. Peter Vincent, an expert in Theoretical Neuroscience, to form their next venture in agentic AI Security.
Tony, Peter and Neil bring together a founding team with extensive experience in strategic management and growth, GTM execution, product development and management and engineering.
Tony Pepper, CEO
CEO of Outerlimit, Tony brings strategic vision, GTM focus and growth execution. As former founder of Egress, Tony led the company to exit by Vista Equity Partners owned KnowBe4 in 2024. Tony built the company from the ground up, into a globally recognised email security category leader, protecting millions of users across financial services, healthcare, government, and professional services.
Under Tony's leadership, Outerlimit remains relentlessly committed to its mission: to address the fundamental changes required to secure and control agents in the agentic era.
Dr Peter Vincent, CTO
CTO of Outerlimit, Peter brings extensive experience in statistics, behavioural AI, computer science and cryptography. His experience includes a Masters and PhD in Theoretical Neuroscience from the Sainsbury Wellcome Centre and the Gatsby Computational Neuroscience Unit at UCL.
Peter's product thinking is shaped by a core conviction: that the security challenges introduced by agentic AI are architectural, not cosmetic, and that solving them requires building from first principles rather than adapting tools designed for a different threat model. At Outerlimit, he is translating that conviction into a platform that enterprises can deploy with confidence and regulators can audit with certainty.
Neil Larkins, COO
COO of Outerlimit, Neil drives the operational direction of the business with focus on product excellence, service delivery, and engineering. As former founder and COO of Egress, under Neil’s leadership the business became a market leader in cloud email security, enabling the company to grow into a trusted platform for some of the world's largest enterprises. Resulting in the company's successful exit in 2024.
At Outerlimit, Neil leads operations, security and technology, drawing on nearly two decades of experience building security infrastructure that enterprises actually rely on. His focus is on translating Outerlimit's architectural vision into a platform that earns the trust of security teams who cannot afford to get it wrong.
